SCOPE OF ROLE:

Under the Project Officer, the Field Monitor holds a critical position in driving project planning and execution within the designated district. Responsibilities entail identifying target households, working closely with community leaders, enrolling households for assistance, conducting technical assessments, supervising daily project operations, and sustaining open communication with households and community members throughout the project's duration. Furthermore, the role extends to support the team in project activities in Somaliland's presence regions, including Togdher and Awdal regions, necessitating engagement with local stakeholders, data management, and aiding other Islamic Relief Worldwide (IRW) field teams. This field-centric role may demand prolonged field presence to ensure project success and positive community outcomes.

 KEY ESSENTIAL DUTIES AND RESPONSIBILITIES

· Supporting the planning and implementation of projects in the Hargeisa district under the guidance of the FSL Snr Project Officer.

· Working closely with target communities to understand their needs, preferences, and challenges related to project implementation.

Participating in community mobilization activities to raise awareness about project objectives and engage community members in project activities.

· Assisting in beneficiary selection processes based on project criteria and ensuring accurate registration of beneficiaries through the Electronic Beneficiary Management System (EBMS).

· Monitoring project activities at the field level to ensure compliance with project plans, timelines, and quality standards.

·  Collecting data and information on project progress, challenges, and impact for reporting purposes.

·Liaising with community leaders, local authorities, and other stakeholders to facilitate project implementation and effectively address community needs.

·   Contributing to the development of field reports, case studies, and success stories to showcase project outcomes and lessons learned.

·    Upholding Islamic Relief's values and principles in all interactions and activities.

·      Conducting field visits to project sites to monitor progress and ensure compliance with project plans and objectives.

·    Providing feedback to project staff based on the monitoring of project activities.

·     Facilitating community mobilization and registration processes with accuracy and attention to detail.

·    Conducting awareness and sensitization sessions on cash transfer activities among communities and local leaders.

· Supporting field trips for beneficiary registration and ensuring team performance and safety through regular monitoring.

·     Ensuring the safe and appropriate usage of equipment and office resources.

External coordination with respective line ministries and clusters on regular basis.

·  Be familiar with, and ensure the adherence to, the organization’s policies and procedures.

· Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.

·   Participate in collection of useful data, success stories and beneficiary lists as required.

·     Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.

·     Follow up all IRW Procedures for Security, Finance, Logistics, HR and Administration.

·  Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.

·         Any other assignment given by supervisor/line management.

PERSON SPECIFICATION ESSENTIAL

Experience

·         Excellent knowledge of current trends in relation of FSL activities of working humanitarian/recovery context.

·         Excellent knowledge of current trends in relation to FSL programming of working humanitarian/recovery context.

·         Knowledge on selection of rightsowners targeting through vulnerability criteria.

·         Experience of writing and communicating learning effectively, internally and externally.

·         Experience of  managing projects volunteers and community engagements.

·         Track record in successfully contributing to successful funding bids.

Skills

·         Strong communication and representation skills.

·         Report/toolkit writing skills in English

·         Excellent inter-personal and presentation skills

·         Excellent analytical skills

·         Good oral presentation skills

·         Training skills

·         Working calmly under pressure and resilient.

Qualifications:

·   At least bachelor’s degree community development, Social Work, Community Development, ICT, agricultural science, agronomy or related discipline.

·  Minimum of 2 years work experience in Humanitarian work in the INGO/LNGO and UN environment, including exposure to field operations in both emergency and development programs based on cash transfer programming.

·   Strong reports writing skills.

·   Proficiency in computer applications including Word, excel, power point and other applications.

·     Proficiency in English (Written and spoken) is essential.

·      Good IT skills.  Knowledge of Microsoft Office Word and Excel is essential

 Desirable Experience and skills

·         Strong interpersonal skills and ability to establish and maintain effective working relations with a team

·         Strong communication and representation skills

·         Ability to synthesize data and information effectively.

·         Report/toolkit writing skills in English.

·         Excellent inter-personal and presentation skills

·         Excellent analytical skills

·         Good oral presentation skills

·         Training skills

·         Working calmly under pressure and resilient.

·         Good computer application skills (MS-Office, application software, etc.
