Somaliland Founded in
2015, the program recognizes the insecure operating environment all NGOs face
in Somalia/Somaliland
and the collective value of enhancing safety preparedness and support through
the provision of
specialized, coordinated, and focused safety management support. The Program
supports 164 NGOs with a presence in Somaliland, and the other regions under
Somalia. Job Summary Under direct
supervision of the Finance Officer, Horn of Africa (FO), the Finance Assistant
(FA) will support the
Finance Manager in carrying out the day-to-day transactions including payment
expenses, tax, and
payroll as well as maintaining the bookkeeping entries and filing accounting
documents. Main Duties
and Responsibilities: • Assist in
timely payments. Ensure before payment, the completeness of supporting
documents in all
respects. Prepare cheques and bank wire transfer slips and remit for
signatures. Photocopy the proofs of
payment and file them with invoices in chronological order. Deal with local
banks. Submit and collect
documents from local banks. • Process
petty cash transactions. Daily reconcile petty cash and submit replenishment
requests to meet the
cash needs. Issue cash advances to personnel as authorized. Set a proper record
system for the sums
advanced. Track efficiently the open amounts. Collect the supporting documents
to close all
outstanding advances before the month-end. • Process
mobile phone transactions and/or coordinate payments with Hawalas when they are
in place.
Collect and file confirmations of receipt from the final beneficiaries. • Record
daily transactions in EXCEL bankbooks and cashbooks. Assign the standardized
account codes and
analysis codes to enable direct import to SUNSYSTEM. Assign a cross-reference
of the documentation
with Excel to make it easily retrievable. Timely submit the books and documents
to the Finance
Officer for the month-end review. • Follow the
security protocols concerning cash management. Keep physical cashbox, cheques
books, and
documentation in a locked place. Perform witnessed cash counts and bank
reconciliations as scheduled. • Assist in
maintaining a secure filing system of the financial documentation. Perform the
translation, photocopy,
and scanning works of the Finance department. Perform other duties as required
by the line
manager. • Act as key
contact for field offices in Somalia • Scan all
supporting documents every month and upload them to the designated SharePoint
folder • Substitute
the Finance Officer functions in case of absence or vacancy
Skills and
Qualifications Essential
knowledge, skills, and experience •
Professional Education in Finance • Minimum 2
years of relevant work experience • Knowledge
of bookkeeping • Detail-oriented • Good
English language skills, both written and verbal •
Proficiency in Microsoft Office Tools, especially in MS-EXCEL Personal
